Business Financial Manager (BFM)

Description: Blue Sky Innovators is seeking a Business Financial Manager (BFM) to join our highly experienced and qualified team. The qualified candidate will perform financial support to the Program Managers at a DoD Scientific Research & Engineering agency in accordance with DoD Financial Management Regulation guidelines, Comptroller, and DoD policies and procedures. This position requires an active Secret security clearance at minimum. Work performed will mainly be on-site in Arlington, VA with flexibility for some remote work (client dependent).

Required Qualifications: - Maintain a comprehensive understanding of a program portfolio, including approved programs, associated budgetary information for Congressional efforts, new initiatives, seedlings, SBIRs/STTRs, and all performers in order to respond to inquiries both from internal and external to the respective agency. - Assist with all aspects of financial management such as developing budgets based upon technical basis of estimate, interfacing with contracting agents, and helping to obtain attachments required for funding requests. - Monitor financial systems to verify commitment, obligation and expenditure status for program portfolios. - Maintain and organize files to store program related briefings, documentation, contracts, reports, etc., to include tracking of all deliverables associated with the program efforts. - Assist in drafting source selection acquisition documentation including timelines, Special Notices, RFIs, and Broad Agency Announcements. - Daily administrative duties as needed (calendar, travel preparation, escorting visitors, file management, presentation support, etc.)

Budget & Financial Manager, Top Secret Clearance

SIGINT Systems Engineer

Description: The selected candidate will be an experienced SIGINT Systems Engineer, to help guide new and existing SIGINT programs as they evolve to commercial trends like Agile development, Cloud migration, Automation techniques (AI/ML), and streamlined DevOps deployments to our users in operations. GEOINT Systems Integration, TS/SCI

Description: The selected candidate will join a high performing team leading GEOINT Systems Engineering Integration and Test (SEIT). Candidates should be able to provide expert Systems Engineering and Technical Assistance (SETA) to optimize early integration of GEOINT software systems, increase test automation, and share best practices across multiple sensors end to end teams. Sr. Systems Engineer SME, TS/SCI

Description: As a Sr. Systems Engineer SME you will provide advisory and assistance services (A&AS) for technical systems engineering and programmatic support to include: Space, Ground, Acquisitions, Operations and Sustainment. Description: Provide support to HQ USAF/A5 in the design, planning, development, execution, participation, assessment, and post-game analysis of US Air Force sponsored and supported wargames such as Global Engagement, Futures Game, Global Mobility, Agile Combat Support, Plan Blue, and other associated wargames. Program Management Support, TS/SCI

Description: As Program Management Support you provide programmatic, execution, and administration support to Government Program Directors and Managers for ACAT-1 equivalent military acquisition program(s). Types of tasks may include Earned Value Management assessments, funding/program control tasks, assisting in program management reviews (PMRs), Integrated Baseline Reviews (IBRs) and developing reviewing and coordinating acquisition documentation (SOWs, RFPs, tech evaluations). Additionally, the individual may be required to perform budget analysis, help develop POM inputs, and analyze financial execution of the program(s). The Program Management Support position will provide support to the organization’s leadership in meetings with other organizations and industry and could require some CONUS/OCONUS travel.

Required Qualifications: • TS/SCI Clearance • Extensive acquisition & contract management experience, specifically monitoring program execution and integration of complex programs and systems • Relevant experience as a subject matter expert in developing reviewing and coordinating acquisition documentation such as Statement of Work [SOWs], Request for Proposal [RFPs], and tech evaluations; mission integration; operations analysis and support; logistics, maintenance, and personnel support; and government program office support. • At least 8+ years’ experience supporting major national security programs and 3+ years of project management experience. • Special Access Program experience is highly desired. • Familiarity with Navy and Air Force operations strongly desired. • Bachelor's Degree
